The "SALEEM" program in Saudi Arabia ensures consumer safety by regulating consumer products in the Saudi market. To achieve this goal, the Saudi Standards, Metrology and Quality Organization (SASO) has introduced the "Saber" platform. This platform issues certificates of conformity to consumer products before they enter the Saudi market. Certification bodies notified by SASO verify the compliance of consumer products with relevant SASO regulations.
SASO has categorized consumer products into three risk levels: low, medium, and high. Technical regulations have been issued specifically for medium and high-risk products (regulated products). Notified bodies use these regulations to verify product compliance and issue Certificates of Conformity accordingly.
Imported consumer products destined for Saudi Arabia must be registered on the Saber platform. The Certificate of Conformity is then electronically issued in two phases through the platform:
1. Issue Product Certificate of Conformity (PCoC) The Certificate of Conformity (PCoC) is issued for all regulated products. If issued by a notified body, it remains valid for one year from the date of issue. Alternatively, for regulated products participating in SASO-approved conformity programs (like the Saudi Quality Mark), the PCoC is directly issued via the "Saber" platform based on the Certificates of Conformity obtained from these programs. The validity of the PCoC aligns with the validity period of these Certificates of Conformity.
2. Issue Shipment Certificate of Conformity (SCoC) The Product Certificate of Conformity (PCoC) must be obtained before applying for the Shipment Certificate of Conformity (SCoC) for shipments of regulated products. The SCoC is issued by the same notified body that issued the PCoC and is valid for a specific shipment only.
For non-regulated products (low risk), the Shipment Certificate of Conformity (SCoC) can be acquired directly through the "Saber" platform, eliminating the need for involvement from notified bodies.
